Dit het 'n geweldige invloed op stadsbeplanning gehad in die sin dat in plaas van om beheer uit te oefen op ontwikkeling het die stadsbeplanners nou die persone geword wat nou ontwikkeling aangemoedig het op alle moontlike maniere. Goeie stadsbeplanning word daarna gesien as 'n manier om werk te skep al word die omgewing daardeur benadeel.
&lt;/LI&gt;&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; Peter Hall, in his book "&lt;i&gt;Cities of Tomorrow&lt;/i&gt;" writes in one chapter about the city of enterprise and mentions that about 30 million people lost their job in the United States in the seventies. It had a tremendous influence on city planning in the sense that instead of controlling development, planners became the people who encouraged development in all possible ways. Thereafter, good urban planning was regarded as a way to create jobs even though it affected the environment adversely.

&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; Gated communities are considered by many South Africans as a necessity - a place to stay in a safer environment in the context of high crime rates. At the same time, these developments can also challenge planning and development goals towards greater integration and accessibility. This article considers the views of planning masters' students related to gated communities and the inherent tensions and presence of inconsistent attitudes prevailing within the students. This reflects the growing dichotomy between the planning ideal and practice in South Africa and raises a number of questions for planning education. With reference to the different roles of planning theory, the discussion explores different ways to read and interpret these tensions and attitudes and redirect planning education not only to reflect this, but also to effectively utilise it in an attempt to bridge the gap between normative visions and contextual realities.

&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; In South Africa, the government's transformation process, which effectively started in 1994, not only resulted in a new democracy, a new governmental dispensation or a 'new South Africa', but it also spearheaded a significant, rapid and radical transformation of local government in South Africa, as well as a radical transformation of municipal planning.&lt;br/&gt;During the mid- to late 1990s, significant strides were made in South Africa by government, planning institutions and planners to develop a new more appropriate, integrated, developmental, democratic, strategic and sustainable development planning system - in line with the international planning principles and the emerging focus of the new democratic South African government.&lt;br/&gt;Currently, almost two decades later, the South African municipal planning system, in spite of various efforts and policy developments, is still struggling to adapt to, and implement the new principles and is not addressing the development goals in all parts of the country effectively.&lt;br/&gt;In order to set a basis for assessing the challenges of, and gaps in the current planning system, this article discusses the characteristics of the (new) transforming planning system and examines some of the most important efforts being made on policy level and in practice to promote the new principles.&lt;br/&gt;This article presents an interrogation of the gaps in the planning system in an attempt to present some propositions to address these shortcomings.
&lt;/LI&gt;&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; &lt;b&gt;Die transformasie van munisipale ontwikkelingsbeplanning in Suid-Afrika (n&amp;#225; 1994) : indrukke en impasses&lt;/b&gt;&lt;br/&gt;In Suid-Afrika het die regering se transformasieproses, wat daadwerklik in 1994 begin het, nie net tot 'n nuwe demokrasie, 'n nuwe regeringsbedeling of 'n "nuwe Suid-Afrika" gelei nie, maar was dit ook die begin van aansienlike, snelle en fundamentele transformasie ten opsigte van plaaslike regerings in Suid-Afrika, en van radikale transformasie wat stadsbeplanning betref.&lt;br/&gt;Gedurende die middel tot laat 1990's het die Suid-Afrikaanse regering, beplanningsinstansies en beplanners aansienlike vordering gemaak met die beplanning van 'n meer toepaslike, ge&amp;#239;ntegreerde, ontwikkelingsgerigte, demokratiese, strategiese en volhoubare ontwikkelingsbeplanningstelsel - in ooreenstemming met internasionale beplanningsbeginsels en die nuwe demokratiese regering se ontluikende fokus.&lt;br/&gt;Vandag, byna twee dekades later en ten spyte van verskeie pogings en beleidsontwikkelings, sukkel die Suid-Afrikaanse munisipale beplanningstelsel nog steeds om die nuwe beginsels aan te pas en te implementeer en word die ontwikkelingsdoelwitte in munisipaliteite oral in die land nog steeds nie doeltreffend aangespreek nie.&lt;br/&gt;Ten einde 'n grondslag daar te stel vir die assessering van die uitdagings en tekortkominge in die huidige Suid-Afrikaanse beplanningstelsel, bespreek hierdie artikel die kenmerke van die (nuwe) transformerende beplanningstelsel en word daar gekyk na enkele van die belangrikste pogings wat op beleidsvlak en in die praktyk aangewend word om die toepassing van die nuwe beginsels te bevorder.&lt;br/&gt;Die artikel ondersoek die tekortkominge in die beplanningstelsel in 'n poging om enkele voorstelle te maak oor hoe di&amp;#233; tekortkominge reggestel kan word.

&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; The next decade of planning in South African municipalities under democracy has dawned. The previous decade was characterised by drafting, reviewing and assessing outcomes of Integrated Development Plans (IDPs). Through the Local Government Municipal Systems Act, 32 of 2000 and Sections 152/3 of the South African Constitution, 1996, local government is responsible for development processes and municipal planning. It requires from municipalities to formulate and review IDPs. Two "generations" of IDPs were drafted and reviewed from 2001 to 2011 by KwaZulu-Natal municipalities. The Department of Co-operative Governance and Traditional Affairs (COGTA) and its predecessors evaluated and measured legal compliance of drafting, approval and submission processes. Identification of factors critical to planning, observations and recommendations for IDPs are captured in this article. Direction, formulation and evaluation of third-generation IDPs for periods 2012/13 to 2016/17 municipal financial years is a focus of this article. The article also examines compliance, by focusing on quality and improvement of IDPs.
&lt;/LI&gt;&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; &lt;b&gt;Naspeur van 'n dekade van formulering, hersiening en evaluering van ge&amp;#239;ntegreerde ontwikkelingsplanne in KwaZulu-Natal : geselekteerde oorsigte&lt;/b&gt;&lt;br/&gt;Die tweede dekade van beplanning vir Suid-Afrika se munisipaliteite onder demokrasie het aangebreek. Die vorige dekade is deur die formulering, hersiening en evaluering van die uitkomste van Ge&amp;#239;ntegreerde Ontwikkelingsplanne (GOPe) gekenmerk. Ooreenkomstig die Plaaslike Regering: Munisipale Stelsels Wet, Wet No. 32 van 2000, en artikels 152/3 van die Grondwet van Suid-Afrika, 1996, is plaaslike regering vir ontwikkelingsprosesse en munisipale beplanning verantwoordelik. Dit word dus van munisipaliteite verwag om GOPe op te stel en te hersien. Vanaf 2001 tot en met 2011 is twee "generasies" GOPe deur die munisipaliteite van KwaZulu-Natal opgestel en hersien. Die Department van Samewerkende Regering en Tradisionele Sake (DSRTS) en sy voorgangers het planne ge&amp;#235;valueer en gekyk of dit aan die wetlike vereistes vir opstel, goedkeuring en indiening voldoen. Faktore van deurslaggewende belang vir beplanning, waarneming en aanbevelings vir GOPe word in die artikel beskryf. Daar word op die beleidsrigting, opstel en evaluering van die derde generasie GOpe vir die tydperk van munisipale finansi&amp;#235;le jare vanaf 2012/13 tot 2016/17 gefokus. Die artikel ondersoek die nakoming van faktore soos kwaliteit en verbetering van die GOPe.

&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; Recent exposure to a number of spatial development frameworks on a broader (district and regional) scale in South Africa indicates that there is considerable confusion as to what should be the content of these plans. In addition, many fail to pay any attention to some of the most pressing developmental issues which are emerging.&lt;br/&gt;This article argues that regional planning in South Africa has always been based on, inter alia, four central pillars (environment, economic development, settlement and service provision), which need to be informed by insights drawn from a number of disciplinary perspectives. It identifies some of the main developmental challenges in each of these disciplinary areas which these plans should be addressing, provides some disciplinary-specific insights into them, and then demonstrates an integrative approach to link these divergent issues.
&lt;/LI&gt;&lt;LI&gt;&lt;b&gt;Abstract:&lt;/b&gt; &lt;b&gt;Ruimtelike ontwikkelingsraamwerke op groter skaal : 'n ge&amp;#239;ntegreerde benadering&lt;/b&gt;&lt;br/&gt;'n Onlangse ondersoek van 'n aantal ruimtelike ontwikkelingsraamwerke op 'n ho&amp;#235;r beplanningsvlak (naamlik distrik- en streekskaal) in Suid-Afrika dui daarop dat daar oorweldigende verwarring oor die inhoud van die voorgenome planne bestaan. Bykomend, verwys baie van die planne nie eers na die belangrikste nuwe ontwikkelingsvraagstukke wat onlangs na vore gekom het nie.&lt;br/&gt;Die artikel gaan vanaf die standpunt uit dat streeksbeplanning in Suid-Afrika op vier pillare (insluitende omgewingsaspekte, ekonomiese ontwikkeling,  nedersettingspatrone en diensteverskaffing) rus. Hierdie aspekte moet belig word vanaf insigte gereflekteer deur 'n wye aantal dissiplin&amp;#234;re beskouings.
